Mandatory Health Insurance Fee

All registered undergraduate students taking 12 or more credit hours, including off-campus students taking online courses, are automatically enrolled in the Student Health Insurance Plan upon registration. The premium cost of $1,014.00 per semester will be posted to your bill.

Health Insurance Fee Waiver

All registered undergraduate students taking 12 or more credit hours who are covered by other comparable health insurance may decline the university’s student health insurance by completing an online annual waiver form during the waiver period from 8/1/26 – 9/21/26.

Annual Waiver requests must be submitted by the following deadlines to be considered:

  • 9/21/26- Annual (Fall /Spring Summer Semesters)

Important: If the waiver request is not submitted and approved by the applicable deadline, the health insurance premium will remain non-refundable and will be charged on your tuition bill.

Waiver requests are reviewed upon receipt. Students will be notified via email whether the request has been approved or denied. Please print and retain a copy of the email as proof of your waiver for your personal records.

No waiver requests will be accepted after the published deadlines. Failure to waive before or by the deadline will result in the full insurance cost remaining on your student account and it will be ineligible for a refund.


International Students

International students will be automatically enrolled in the University's insurance coverage each year and are not permitted to waive the mandatory health insurance.

Dependents

Graduate students with eligible dependents may voluntarily purchase the university-sponsored student health insurance plan through the Online Enrollment page.


What the Student Health Insurance Plan Covers

The university-sponsored student health insurance plan, provided through UnitedHealthcare, is designed to support a student’s overall health and well-being while enrolled. Covered services typically include:

  • Doctor visits and primary care (including illness and preventive services)
  • Specialist visits (such as dermatology, gynecology, or mental health providers)
  • Hospitalization and emergency services
  • Prescription medications
  • Laboratory testing and diagnostic services (e.g., bloodwork, imaging, X-rays)
  • Mental health and counseling services
  • Preventive care services (such as annual check-ups, screenings, and immunizations)

Coverage is structured to ensure students have access to both routine and unexpected medical care in the Baltimore area and beyond, depending on the plan network.

Dental and Vision Coverage: 

Dental and vision benefits are not typically included in the standard student health insurance plan. However, students may obtain dental and/or vision coverage separately at their own expense by visiting: Homepage | UnitedHealthcare Student Resources


Important Coverage Considerations

Students whose current health insurance offers limited out-of-area benefits or otherwise inadequate coverage are strongly encouraged to review their options before submitting a waiver request for the university-sponsored plan.

To be considered adequate, a student’s existing health insurance coverage must meet all of the following criteria:

  • Provide both in-patient hospitalization and out-patient primary care in the Baltimore area. This includes access to:
    • Routine doctor visits
    • Specialist care
    • Radiology and laboratory services
  • Maintain active coverage for the entire academic year while enrolled.

Out-of-State Medicaid Plans (Important Explanation)

Medicaid coverage is typically state-specific, meaning it is designed to work primarily within the state where it was issued.

  • Most out-of-state Medicaid plans do not pay for regular (non-emergency) care in Maryland
  • They may only cover emergency services when you are outside your home state
  • Routine services like check-ups, follow-ups, lab work, or specialist visits in the Baltimore area are usually not covered

Because of this, students with out-of-state Medicaid plans may not have access to the everyday healthcare services required while attending school in Maryland. For this reason, these plans generally do not meet the University’s waiver requirements unless they clearly provide full, non-emergency coverage in the Baltimore area.

Students are strongly encouraged to carefully review their plan or contact their insurance provider to confirm whether services in Maryland are fully covered before submitting a waiver request.

  • Students are encouraged to take advantage of the Community Health Center, conveniently located on campus, for a wide range of health services. There are no co pays for students who are insured in the Student Health Insurance Plan.

Insurance Use at the Community Health Center

The Community Health Center provides accessible, low-cost care to students and the surrounding community and may accept a variety of insurance plans. However, not all insurance plans can be used for services at the Center.

Plans That May Not Be Accepted or May Have Limited Use

While accepted plans may vary, students should be aware of the following common limitations:

  • Out-of-State Medicaid Plans: These plans are generally not accepted for routine care because Medicaid is state based. This means:
    • Coverage is usually limited to the state where it was issued
    • Only emergency services may be covered in Maryland
    • Routine visits (check-ups, labs, follow-ups) are typically not covered locally
  • Some Medicaid Managed Care Plans (Including Certain Maryland Plans) 
    • Even in-state Medicaid plans may have restricted provider networks, and the Community Health Center may not be listed as an in-network provider.
  • Out-of-Network Private Insurance Plans If your insurance plan does not include the Community Health Center in its network:
    • Services may not be covered, or
    • You may be responsible for out-of-pocket costs
  • Plans with Limited Regional Coverage (e.g., Certain HMOs) 
    • Plans that require you to receive care within a specific geographic area or provider network may not provide coverage for services in Baltimore.

Important Guidance for Students

Students are strongly encouraged to:

  • Contact their insurance provider directly to confirm whether the Community Health Center is in-network
  • Verify coverage for primary care, lab work, and specialty services in the Baltimore area
  • Understand any referral or authorization requirements before seeking care
